The main elements are: While most students already attend and pay full price at universities, their university education offers them various opportunities to learn from others. In some cases the degree programme can serve as an additional step after completing general studies or continuing in secondary school; but it should not replace regular study with other areas of knowledge (such was done by ECE teachers who had attended schools that were linked up with higher tertiary institutions).

This way graduates do have more choice when preparing for college entrance exam – they still need experience only about which there will be no shortage anyway! Of course this does result into uncertainty on whether people get jobs again later
