Salary: R2,158,533 per annum (Level 16)

Department: Department of Economic Development and Tourism, Western Cape Government

Requirements:

  • Relevant undergraduate qualification (NQF level 7)
  • Postgraduate qualification (NQF Level 8) recognized by SAQA
  • Minimum 8 years’ senior management experience in Economic Development environment, 3 years within any organ of state
  • Recommendation: Master’s degree in Economics, Business Administration/Public Policy
  • Senior Management experience in Economic and Tourism sectors

Competencies:

  • Knowledge of public management theory and practice
  • Advanced knowledge of governance and administration systems
  • Understanding of government policies
  • Familiarity with global, regional, and local political, economic, and social affairs affecting the Western Cape
  • Knowledge of South African public sector arrangements
  • Understanding of inter-governmental and international relations
  • Knowledge of public service procedures, processes, and systems
  • Proficiency in communications, media management, public relations, and public education
  • Strong conceptual, interpretive, and formulation skills
  • Leadership skills with ability to display thought leadership
  • Excellent communication, planning, organizing, and people management skills
  • Ability to multi-task, deal with ambiguity, and manage under pressure
  • Persuasion and influencing skills

Duties:

  • Manage economic coordination and stakeholder engagement to promote economic growth and job opportunities
  • Provide provincial economic strategy and catalytic infrastructure services
  • Execute implementation of Growth for Jobs strategy
  • Ensure effective financial management services
  • Provide strategic management and coordination services
  • Develop and manage knowledge and information systems
  • Render communication services
  • Monitor and evaluate departmental performance
  • Ensure support services by Corporate Services Centre

Strategic Management:

  • Define and review departmental purpose, objectives, priorities, and activities
  • Drive strategic planning process
  • Develop and manage strategic and business plans
  • Evaluate departmental performance
  • Report to Executing Authority
  • Ensure compliance with relevant legislation

Human Resource Management:

  • Participate in recruitment
  • Motivate, train, and guide staff
  • Manage performance, evaluation, and rewarding of staff
  • Monitor information capacity building
  • Promote sound labor relations
  • Manage discipline

Financial Management:

  • Participate in budgeting process
  • Prepare Annual and Adjustment Budgets
  • Ensure efficient control and management of budget and expenditure
  • Ensure adherence to tender and procurement procedures
  • Report on financial aspects
